In a way I can understand that they can't lock the swine away if he hasn't actually killed somebody, but at the same time I think that stating your intention to kill, and taking his sick ideology into account, along with the fact that he had already armed himself for the deed, there really should be legislation enabling the authorities to put this guy behind bars.
If he manages to carry out his plan, surely those who so easily let him walk free must share in the blame.
