My physical Nov 2017 copy of Smithsonian Magazine features an article on the 1918 flu pandemic. The USA wartime propaganda office suppressed 'negative' news, like that many troops and civilians were dying. Philadelphia alone saw up to 750 deaths... PER DAY! 25000 dead in 12 weeks. Wilson's administration tried to prevent panic and 670000 Americans died, maybe 50 million worldwide. Moral: don't suppress disease news.

Another fallout of Hurricane Maria: A shortage of saline in mainland U.S. hospitals
Factories in Puerto Rico still face production challenges almost four months after the hurricane.
The United States Army Corps of Engineers announced Monday that they’re sending more equipment and crews to the island of Puerto Rico to help get the country’s aging infrastructure fixed after Hurricane Maria blasted the island in October.
According to The Associated Press, more than 40 percent of power customers in Puerto Rico remain without power after the Category 4 storm, including schools, homes — and even traffic lights.
Many factories on the island were also without power for an extended period of time, including those responsible for producing a large portion of the saline used in the United States. Baxter International Inc., one of the largest producers of saline for mainland U.S. hospitals, operates production plants in the country.
In November, the U.S. Food and Drug Administration announced that some “critical facilities” would be the first to receive power on the island. However, the FDA’s drug shortage website still shows that demand exceeds supply due to “manufacturing interruptions and demand increase.”

No it means the CDC has nothing to do with the manufacture of the vaccine. W.H.O. recommends the strain formula for the next flu season (usually in Feb before the next season) and the manufacturers go on that flu formula. If the dominate mutation doesn't fall within the formulation the vaccine has limited effectiveness.
It a crap shoot at best..

I am not sure what it would take to make a vaccine at 75% effectiveness.
I am guessing that they guess which hand full of viruses will be the worse and aim at them and prey some unknown one or one that mutates into a super killer doesn't show up!
If that was my job I would not sleep very well at night!
