You need 100+ posts before you can upload an avatar. A lot of newbies say it's a stupid rule, but when you consider the number of people who register here and never post or reach 100 posts, you'll probably see it makes a lot of sense. The avatars for those folks would take up A LOT of server space unnecessarily, and accounts here are never deleted for inactivity.
Avatars, along with most other things that have to do with the board's logistics and etiquette, are explained in detail in our FAQs - Read Before Posting Help Questions sticky (should you lose the link, that thread is always "stuck" to the top of the list of threads on the main How To forum page). I'd suggest browsing the list of topics in that sticky now so you'll know right where to go if you have another question that's answered in there - it can be a real timesaver!

If you feel the need to up your post count more quickly, head over to The Playground forum to post in the game threads; however, you'll probably find you'll also amass 98+ more posts fairly quickly and easily by simply exploring the different forums and posting on the topics that interest you, and doing it that way has some benefits that posting just for the sake of getting your count up doesn't.

Ahh thanks I was looking for a faq's thread. Yup makes sense, I actually have an old account or two that are linked to email addresses no longer in use or what not... Oops.

It must be 150 x 150 pixels or 15 kb. resize it in a photo editor, I use MS Office Picture Editor (Office 2003), it is so easy even I managed it!

The file size is too large. The standards are (according to the Profile Pic page):
The maximum size of your custom image is 250 by 250 pixels or 29.3 KB (whichever is smaller).
Your picture appears to be within the pixel limits (I think, but you should check that, too), but the file size is like 48KB. So, you'd either need to reduce that in an image editor (in most, you can decrease the quality of the image until it meets the file size standards without any noticeable reduction in visual quality) OR upload it to a hosting site that allows adult images (I use Picasa, which allows easy resizing of pics, personally).
HOWEVER, that particular picture also appears to violate Lit's Image Posting Guidelines (there's also more info in the stickies in AmPics; if you're planning on posting ANY images, you'd be wise to read them) by blatantly displaying genitals and potentially masturbation. Yes, you will see plenty of pics here that are similar and also violate the rules, but the moderators and admins are trying to remove them whenever possible because they could get the site in A LOT of legal trouble and even shut down entirely. Why start your time here with a rule violation when you could just as easily post something that won't get you in trouble or cause extra work for the overworked staff (many of whom are volunteers)? It also appears the admins have had to disallow hotlinking of images in entire forums here due to blatant rule violations, which sucks for those who want to hotlink images that are perfectly within the rules!
When you consider which image(s) you want to post, definitely abide by the rules. Beyond that, it's nice to consider what message you want to send and those who appreciate more tasteful images, browse at work or on public computers, etc. For both purposes, you can always upload your more blatant/porn shots to a free image hosting site that allows adult content and refer those who would like to see such material to that site. You could also create an email address just for the purpose of sharing pics and communicating with people you meet here (or elsewhere), then send the pussy pics privately.
