Ugly girl next door

Need help finding a story. As I remember it, a man and wife live next to a family with a boy and a girl. The kids were both ugly The kids must have been 18 because they were having sex with each other (because they were shunned by other people). At the end of the story, the neighbor man (who is the central narrator of the story) hooks up with the ugly girl.

My memory is fuzzy about what happened to the wife, but I think she had an affair with the kids' father?
