I could save the quality a bit better as a JPG, but expanding a GIF is bound to reduce the quality. It's much easier to reduce them.

You should have seen how ragged it was before I ran a blur and sharpen filters on it.

There just isn't enough definition in a small GIF to make a sharp JPG if you enlarge it.

I think someone with a better eye and more skill with PaintShop Pro could maybe make it a little better, but not by much.
