The law is fairly clear, he's not required to ask for permission under certain circumstances. Of which the privately funded renovations within the same sq footage of foundation and no additional building height are one.

Basically this suit is garbage and should be dismissed upon motion by the government. Whether it will or not remains to be seen.

1. It's not his house to renovate, especially not so drastically.
2. Upkeep and repairs will be covered by tax dollars. And it's entirely possible that the construction itself ultimately will be too, since Trump usually stiffs his creditors. There are already rumors that the contractors here haven't been paid yet.
