Technically continuing resolutions, the Republicans have shown that they will not shut down the government to get the Democrats to acquiesce. So Trump should do it he should simply shut down the government until such time as a sensible continuing resolution (preferably I would hold out for an actual budget) is on his desk until that happens nothing moves in the government until such time as they either get sensible or get together with an veto-proof bi-partisan majority.
