So if I think to myself "hey I could rob that bank", but never act on it. The police can not charge me with a crime. Even if I vocalize that I could get rich if I robbed that bank, I still cannot be charged with a crime. I can only be charged if I actually attempt to carry out that criminal action.

Now I really don't give a fuck about Antifa, it's ideals etc, but what seems to be proposed here is by Trump is that anyone can be charged of being a member of the terrorist organization ANTIFA, simply by actions that could be perceived as such. With no method to link someone to a terrorist organization.

The CHARGE is based on conduct. It REQUIRES EVIDENCE of adherence to the ideology and/or assisting others who also adhere to the ideology.
