It is the reasons that are neither legal nor constitutional in nature that remain at play; things such as fear of reprisal.

I agree but he should be.
No one ever went broke underestimating the intelligence of the American people and Trump's election proves it in spades.
The question now is how much damage will he do and will we ever recover.
I worry for those in the future with a dying planet.
