In 1787, Pennsylvania became the second state to ratify the U.S. Constitution.

In 1870, Joseph H. Rainey of South Carolina became the first black lawmaker sworn in to the U.S. House of Representatives.

In 1901, 100 years ago, the first radio signal to cross the Atlantic was picked up near St. John's, Newfoundland, by inventor Guglielmo Marconi. (The signal was transmitted from a point some 2,000 miles away.)

In 1937, Japanese aircraft sank the U.S. gunboat Panay on China's Yangtze River. (Japan apologized, and paid .2 million in reparations.)

In 1963, Kenya gained its independence from Britain.
In 1985, 248 American soldiers and eight crew members were killed when an Arrow Air charter crashed after takeoff from Gander, Newfoundland.

The Library of Congress notes several things about that Pennsylvania ratification:

Opponents of the Constitution bitterly contested the legislature's action. "The Address and Reasons of Dissent of the Minority of the Convention..." signed by all but two of the members of the legislature who voted against ratification, outlined the grievances of the anti-federalists.

Passions over the vote ran so high according to records (at the Library of Congress) that, "proponents of ratification had, as the anti-federalists bitterly recounted, arranged for a mob to seize and drag opponents to the State House, where they were 'detained by force' to ensure a 'quorum of the legislature.'"
They seem to make little reference to April's birthday, so I urge everybody here to write a quick email to their congressional representatives to have this investigated.

The Supreme Court also handed down their decision in Bush v. Gore today, making Bush the President-elect. Quite a political hot-spot of a birthday you have there, April. :D
