Timestop story- both brother and sister

I am looking for a story where both a brother and sister can stop time. When time is stopped they can brainwash people or something so that they act a certain way when time stops back up. The brother is the MC and figures it out right as he is about to get punched in the face. it is a multiple chapters story. The NSA ends up coming in to investigate the time stoppage. Sister is a lesbian that the brother wants to sleep with.
