Narcos are not interested in terrorism, they are interested in profit. There may be turf wars between gangs but they have no interest in bombing subways. They never try to attract the attention of law enforcement.

Terrorists are political in motive. They see themselves as Freedom Fighters and are very rarely interested in profit except so far as is necessary to fund their campaigns. Unless people know about the aims of the campaigns there is no point to it so publicity is key.
