Things haven't gotten to the point where large amounts of capital are fleeing. In any event, it's not as easy as one might think or the media or the demagogues would have you believe. Do you really want to transfer your assets to Costa Rica or the Cook Islands or the Caymans? Who do you trust? How can you be sure of who you're dealing with? In Europe, of course, there's a reason rich people establish residency in Monaco. Europeans have been dodging the taxman for centuries; it is they who perfected the art. Can you spell G-U-E-R-N-S-E-Y or S-W-I-T-Z-E-R-L-A-N-D or L-I-E-C-H-T-E-N-S-T-E-I-N?

There are lots of scammers who separate rich people from their dough by baiting hooks with dangling promises of tax avoidance or minimization.

Tax avoidance— in stark contradistinction to tax fraud— is both legal and ethical.

When tax rates become too high, business is driven underground and previously law-abiding consumers are converted into criminals. That is happening right now in the market for cigarettes and other tobacco products.

It isn't just the rich who find ways to avoid paying taxes. In New York City a pack of legal cigarettes costs about $10, because of taxes. Just down the road in KY and NC, they never heard of such nonsense. So, certain people drive to KY or NC, buy cigarettes and bring them back to NYC and sell them for less. I say, 'certain people.' The reason why only certain people smuggle cigarettes into NYC is that the smuggling is controlled by a Sicilian fraternal organization identified by the acronym MAFIA.

Edited for PS: Our local police are getting concerned about the proliferation of counterfeit cigarettes. How do they know they are counterfeit? They have more tobacco in them than the government will allow in real cigarettes.

Andorra is a difficult country to get to. The roads to Andorra are clogged with large trucks bringing in dutiable goods that get stamped as "Andorran tax paid" and then the trucks drive out of Andorra again.

It makes more money for Andorra than producing colourful postage stamps.
