the question of password-protected e-workshops

Strange Guidelines?

I was looking at the submission guidelines for The Vestal Review, and they say this:

If the story has been posted and reviewed at a password-protected e-workshop with a controlled list of participants, we consider this a plus.

Anybody have any ideas on what password-protected e-workshops are out there? Have you ever participated in one?

I'm in the middle of one or two right now, nothing conclusive. They can be helpful to all participants, or, as all things, they can just fall apart.
