Since sometime in the 80's people have gotten SSN cards pretty much at birth. (I think technically you don't have to have one until you get employed but your parents can't claim you on their taxes if you don't have one.) When a person turns 18 get a picture and slap it on. This doesn't bother me much, government is already keeping an eye on everyone and with various degrees of damn good reason.
