The "Sullivan Act" was the law that governed the issuance of concealed carry permits in the state of New York until a few days ago.
It all goes back to Tammany Hall (Society of St. Tammany) formed by Irish citizens in the late 1700's in NYC. They eventually became the political power in NYC and by extension the state of New York. They were essentially corrupt to their core and didn't begin to lose power until the 1930's. By the mid 1960's they ceased to exist only to be replaced by another power structure. They were democrats and ruled the party with an iron fist.
In the early 1900's the city started to become flooded with Italian immigrants. The boys in Tammany Hall recognized that this was a threat to their political power as well as their income from various criminal enterprises. So around 1910 they managed to get the Sullivan Act passed through the state legislature. They sold this as a measure to protect the public. You see, the Irish gangs and the Italian gangs were quite busy shooting each other. For the most part the general public was quite safe, by the body count made for headlines and fear sells (sound familiar?). The "May Issue" provision was quite clever. It allowed the Tammany Hall boys to make sure their gang got permits while denying permits to the damn Wops and as a by-product they got to make sure no uppity N*******r got a permit either.
The Italian gangs got organized and eventually were able to "buy" permits, based on political payoffs of course. The Irish were happy, the Italians were happy and both made damn sure those uppity N********s didn't get any permits.
The law was entirely based on discrimination, racism, and the protection of favored criminal elements. Public safety was just the pretty paper they wrapped the poison in and that is one of the reasons that Justice Thomas hammered the 14th amendment into his majority opinion.
NYC is still quite corrupt and for the most part NYC still runs the state. The new corrupt governor that replaced the former corrupt governor has sworn that the state will fight back, and they will. But at this point in time they're just going to serve up more red meat for the pro 2nd amendment crowd to feast on.
