Understanding the motives of the existing surveillance state, I'd say its probably been enhanced and built upon. Remember it was Admiral Rogers who discovered the illegal use of NSA technology to surveil the Trump Campaign. He traveled to New York to warn Trump who subsequently moved his campaign headquarters as a result. That meeting exposed Brennan and Clapper and probably put an end to the overt domestic use of that technology (The Hammer) at least temporarily, but I suspect it's capabilities have been upgraded since the retirement of Rogers in 2018 and has been redeployed against foreign targets. At least as long as Durham is snooping around.

And you mean covert use, the only thing that gave the part we know of legitimacy was the FISA court rubber stamp approval of an unverified, and subsequently fraudulent, document. The use as the article you linked states was covert and illegal.

The article also states a specific location, Ft. Washington MD. The software was moved (cloned?) to servers at that facility then weaponized. That facility still exists? Under whose control? Where are the backups archived?
