From THE MIND AT NIGHT by Andrea Rock:

"The Defense Advanced Research Projects Agency (DARPA), which is the U.S. Defense Department's independent research branch, solicited proposals in the summer of 2001 for $100 million in research grants toward the ultimate goal of allowing soldiers to go without sleep for weeks at a time. With what might be considered shades of Dr. Strangelove, DARPA described its goal: "Eliminating the need for sleep while maintaining the high level of both cognitive and physical performance of the individual will create a fundamental change in war-fighting and force employment." Among the researchers who received one of the grants from DARPA is Jerome Siegel, a leading neurobiological researcher at the University of California at Los Angeles."

I'm remembering a cartoon from about thirty five years ago by a cartoonist by the name of Ron Cobb.

In the background is a destroyed weapons testing range.

In the foreground is the robot responsible for the destruction and the general and scientists responsible for creating it.

The robot is saying, "What would you like to see next, stupid?"
