Basic idea is that at 18, each male enters a lottery to determine the size of their adult cock. Science has invented a way to reduce or enlarge without pain or risk.

The interesting angle might be how the women react to the lottery and its results.

Maybe it's in a future totalitarian society, where all offspring are produced and raised by the government. At the age of eighteen, all citizens are enrolled in the lottery. A thousand young men and thousand young women are chosen, and put into pairs. Each pair is put into a room where they have sex until the woman is knocked up. Then the man is dismissed to go back to his civilian life. The woman stays until she gives birth, and then she is dismissed.

Now that I think of it, that isn't very sexy, is it? I guess you'd have to have some renegades, trying to illegally produce and raise their own children, strictly contrary to the laws and general social mores.

The main question is, why a lottery? I could see a merit test or a recognition of service but lottery would mean anyone regardless of background could wind up with a problematic pecker.

Maybe aliens have taken over and they're trying to hurt morale by making adult slaves go to the lottery. It seems random but it's actually rigged: those who are unlikely to cause rebellion or would easily give up thoughts of rebellion for creature comforts get big but not unwieldy cocks while those who would try to rebel to to end up with below average size cocks, minuscule ones, or giant but unusable ones.

Aliens have also made sure to encourage bias against men with smaller cocks so they aren't seen as good leaders. The only way someone can get their size changed is to do exemplarary work for years, by which fime they would be too beaten down to rebel.

This year though, the algorithms are messed up and several men with the ambition to lead get thick cocks.

Of course, that doesn't take women into account. Maybe they are raised directly by the aliens and get all the benefits of being the ruling class. The men are treated like sex slaves when they aren't toiling away, another reason larger men are secretly selected for their Loyalty, they want them to just focus on pleasing the aliens or female humans, not attempting a coup.

Might I suggest "a brother's price" then for inspiration? Matriarchal society where men are valued purely for their ability to breed. Not quite as disturbing as the setting you described but still pretty messed up.

My only question is, if they have the tech to painlessly and instantly grow a person's penis, shouldn't they have the engineering capable of making artificial sperm from blood marrow or another source?
