setting is a brothel where customers may select from two lists- the "elite" list or the "discount" list, at different price points. The allocation of the "girls" is of course based largely on looks.
The twist is that unbeknownst to the madam, one of her discount whores is the best lover of the bunch.
Does the madam wonder why she draws so many johns? Does she move her up to the "elite" list?

I think that whore should get to have a category all her own, and then a contest is set up to try to attract more than her. Or you tell the men that one of the discount whores is the best in the bunch, but they won't know who they are. It's like finding a needle in the haystack, but once you find her, you can never return to her without paying her elite price - and if you tell anyone about her, you can never see her again)...

I think that the madam would suspect that she was performing acts that would ordinarily cost more for free.

I never worked in a brothel, but I've worked in a strip club, and when a dancer was much more popular than the other girls, it was sort of an assumption that she was giving the customers "extras".

I see terrible conflict between the girls on the upper list being angry with the lower list girl who is getting more business. So clearly, there's going to have to be some kind of contest where johns come in blindfolded, not knowing which girl they are getting, and each girl tries her hardest to please the johns more than her opponent.

That would be a fun scene to read...and to participate in...

I’d like to see some drama and sabotage—the upper-list girls giving the MC a hard time after the day is over, and one of them—the main villainess—sending her regulars to gangbang the girl, only for them to end up becoming the MC’s henchmen instead. Then, revenge is served cold. After that, the story pivots into a lesbian love story, with the villainess submitting to her.
