That's the last clause of the last sentence of the article linked below...

...but it seems to me "victims" should be replaced with "bosses" within it because of the ruling charge We the People are assigned by the constitutional republic the framers established for us.

Here's a few paragraphs from Empires Then And Now by Paul Craig Roberts; with them, he's making the comparison that other empires, eg the Roman empire and the British empire, successfully conquered and warred to extract $$ out of other peoples, but:

In the new empire, success at war no longer matters. The extraction takes place by being at war. Huge sums of American taxpayers’ money have flowed into the American armaments industries and huge amounts of power into the Department of Homeland Security. The American empire works by stripping Americans of wealth and liberty.

This is why the wars cannot end and why if one does end, another starts. Remember when Obama came into office and was asked what the U.S. mission was in Afghanistan? He replied that he did not know what the mission was and that the mission needed to be defined.

Obama never defined the mission. He renewed the Afghan war without telling us its purpose. Obama cannot tell Americans that the purpose of the war is to build the power and profit of the military/security complex at the expense of American citizens.

...I cannot fully fault Congress or the Supreme Court, either, for the very same reason.

All three branches will naturally afford themselves of all the power they can take because, as our wisest taught us, that's the primary nature of all government in the first place. The only check on the insatiable appetite for power government is inherently born with is We the People demanding, then guaranteeing, that all three branches strictly confine themselves to only the simple enumerated powers granted them by the Constitution...

...alas, that unequaled power abdicated, Americans can only be "victims" of their very own demise.
