Looks like standard compliance technique used in most city jails when a prisoner is refusing to comply with orders or resisting deputies by fighting, spitting, or biting. They've got him handcuffed in a restraint chair, a deputy is applying pressure to nerves under the jawline, another is threatening him with a Taser to gain compliance. All standard procedure in the nation's city jails to control violent prisoners. If it was torture it wouldn't be on video. We need to hear the rest of the story.
