I have long advocated that urban areas select their worst neighborhood on a regular basis, buy out those they must, evict the others and raze the whole area and auction off the land for development. This forces the wards of the Democrat Party into better neighborhoods and schools. Too many people just settle for the condition they live in, so we have to not throw money and rhetoric at that condition but eliminate that condition.
I can hear the hew and cry already if anyone actually tried doing that.
This was already done, if not for this exact purpose.
Years ago, the State of Hawaii condemned and purchased land from the owners and then gave that land to native Hawaiians.
The premise was that native Hawaiians weren't the majority landowner in their own islands and were basically living in poverty. The land exchange was an attempt to fix that and then lift them up.
It didn't work. The natives just sold the land again.
