This reminds me of a book I once read titled Ella Minnow Pea by Mark Dunn. It's about the citizens of an island called Nollop named after
'...Nevin Nollop, author of the immortal pangram,* “The quick brown fox jumps over the lazy dog.” '
They have a sign immortalizing that pangram (a sentance that uses every letter of the alphabet), however, one day the letters begin disappearing from the sign.

The sign is such an ingrained part of their lives that by law, the people can only use the letters that remain on the sign in their language. Those that break the law are sent from the island in shame. Strangely, the letters continue to disappear one by one and their language slow devolves. Now the author of the book drops the letters from his usage as he tells the tale.

It is fascinating as the book descends into slang, homophones and other strange linguistic gymnastics to tell its tale. It is also interesting as the island population dwindles and more and more lawbreakers are banished. If you enjoy language Mark Dunn is certainly worth reading.
