Sex education in the classroom was always a controversial topic in the Bush administration.
Homeland Security came up with an idea on how to combat STDs among students.
After a heated debate with the Senate, President Bush (George W.), who was all for this idea, signed the abstinence program bill.
The program was planned out by Tipper Gore and Hillary Clinton, and executed by Tipper Gore and Nancy Reagan.

The program soon failed after realizing kids know this stuff already and are staying virgins by choice anyway.

I could picture some nice "visual aids" with frequent hand jobs, fingering, and fisting.

Condoms are nice, for when you want vaginal. Oral and anal are nice too. I doubt that Dubya suggested it, though. Too much against the "Good Book", you know.
