The socialist financiers of Europe (collectively represented as the European Central Bank) are warning the still sovereign nations of Europe that, to survive, they must all

"make a quantum step up in economic and political integration"

Keep in mind that three primary factors determine the character of every nation: politics, economics, and culture.

In the world of reality, the only way a union of separates can occur is if the separates cede significant aspects of their own sovereign politics and/or economics and/or culture in order to form as a collective Union with other separates who've also cede significant aspects of their own sovereignty. Some would call this "compromise" for "the common good"; some simply call it the surrender of sovereignty to socialism.

This has been the idea of the statist European Union all along, as it has been the goal of socialists since Cain; and indeed, the surrender of national sovereignty is the macropolitical of the micropolitical surrendering of individual liberty.

The founders of American revolutionary politics were well aware of this socialist cancer on the development of human governance; that's why when the framers created a Union of separate States, the power of that creation (federal government) not only derived from the Consent of the People themselves but was entirely limited by a specific Constitution which intentionally commanded that if a power was not specifically enumerated by the Constitution itself to the federal government, that power was expressly reserved to the States and/or the People.

The ultimate check/balance on whether the federal government of the Untied States of America would/will stay confined to its specifically limited, Constitutional purpose is as naturally brilliant as the founders' and framers' revolutionary vision of politics itself: that ultimate power remains in the individual vigilance of the People; ie, if enough individual Americans truly revere the the revolutionary political vision of individual liberty and strictly limited federal government, the nation will naturally mature toward the organic goal of individual self-government for all. But if enough Americans discard the vigilance naturally required to keep the power of government in check, the federal government will grow as powerfully destructive as the cancer all government of men naturally is, and that disease will spread to a point where it infects the actions of all the individual members of the entire body...

...exactly like the federal government in the United Socialist State of America today.

So...

...guess what 'Union' the statist moneymen of Europe are telling those sovereign nations they must emulate? Yep...

Why in the world would any rational financial person recommend copying a monetary system that is in serious decay, if not unrecognized ruin? Why would any sovereign nation with a three A rating opt to incorporate the failures of a downgraded monetary system?

Because the same statist financiers with the same socialist goal are advising all the nations of what's clingingly left of sovereignty in the Western world...

That infamous '1%' rich all the "progressive" sheep have etched into their insecurity? They're the same statist financiers who've pulled their wolf-in-sheep's wool over the eyes of the burgeious and proletrarit alike; so much so that the President of the USSA does their statist bidding as well as does the most poor marcher in today's parade with every socialist step s/he takes.

Let the masses of blind, socialist sheep be commanded by those same statist ones they bahhh so much about, for they automatically march toward the edge which is their natural fate...

Listen to yet another call for the surrendering of national sovereignty...

...this one from the still statist and former German Chancellor Gerhard Schröder:

SPIEGEL: The experience made over the years in Europe is that many agreements are made, only to be broken when necessary. Why should anyone believe that this would ever change?

Schröder: The weakness of Maastricht and the Stability and Growth Pact was the lack of political control. Merkel and Sarkozy are now taking steps to correct this. But when taken to its logical conclusion, this mean that countries will have to give up some of their national sovereignty.

SPIEGEL: How exactly?

Schröder: The Commission or a European finance minister will have to retain the right of initiative, but the control mechanisms will have to be democratized. National parliaments cannot be expected to accept a loss of sovereignty on budgetary matters without parliamentary control mechanisms being implemented elsewhere. The decisions reached by the national parliaments must end up in the European Parliament, as the ultimate authority. A possible approach would be for the parliament to form a special committee, which would consist of the members of the euro zone and assume this control function. The transfer of such parliamentary rights to any expert committees would pose a serious risk, because it would be associated with the curtailment of democracy.

SPIEGEL: Would you entrust the European Parliament to perform this task?

Schröder: Yes, of course. This sort of parliamentary control mechanism is needed, and if the crisis results in the problems we have discussed being corrected, there is a good side to the crisis.
