Starfleet and the Alpha Quadrant at-large were busy rebuilding, keeping an ear peeled for opportunists from within and an eye out for determined adversaries reshuffling their assets to conquer whatever the Borg & Dominion hadn't destroyed or assimilated/consumed in the meantime.
It would be years or entire decades before Starfleet Academy could build enough brand-new ships or refurbish enough obsolete ships to support the decimated fleet. The Frankenstein Fleet is struggling to keep up with demand on the Romulan and Cardassian protectorate / refugee front lines.
It would be just as long before Starfleet Command could recover enough seasoned veterans from hospitals or scarcely-legal temporary emergency conscription to partner the veteran commanders with cadet-applicants to keep up with treaty obligations.
The up-and-coming Typhon Pact is easily poaching vulnerable sectors and planets rich with necessary farms, recreational, residential facilities, and crucial mineral rights left to re-evaluate their priorities in the meantime.
Changing access to Deep Space 9 and other sensitive avenues of exploration toward the Galactic Barrier.
