Space Race, true or false?

I assume everyone knows about this space race, but just in case you don't. Apparently there is a race to put three astronauts into orbit and bring them back safely, with ten million being the prize money for doing so.

It also has to be a private enterprise, or so I've heard.

My question is this, is this true, and if so do any of you know what countries are participating.

As far as I know it's true. There is an additional condition -- The craft has to be reusable.

I've seen interviews with Bert Routan about his approach to the problem, and I believe there is at least one other American entry in the contest. Neither of the programs that mentioned this contest interviewed anyone other than Americans, so I don't know if that's parochial bias or lack of non-americans to interview.
