After the death of the SIL Wife and the MIL Daughter, via maybe giving birth? Or in an accident? The MIL is helping the SIL raise his toddler, and the 2 develop a bond over their shared pain and being around each other more, and start to fall for each other.

sounds like a workable idea- simple but can evolve into an interesting story.

maybe the hook up occurs on the anniversary of daughter/wife's death. which if was in childbirth, is the kid's birthday. So all day they keep themselves together for her sake. Once the kid is sleeping though, they both become teary. Move together in a embrace of comfort. The touching becomes intimate... hilarity ensues.

maybe Mom was only 18 when she had daughter, and daughter was young when she gave birth, so at 40, Mom looks like an older sister not a Mom, so reminds hubby so much of dead wife...

maybe... it's 18 years later, and is the daughter/granddaughter's wedding day...she looks just like her dead Mom... hubby is overcome. MIL consoles him.

You could make it his mother rather than his mother-in-law. That elevates the story to true incest. Of course it is a very different story in that case.
