Some story about both mother and sister in it?

I have been searching for a couple of weeks now for a story about a boy that lives only with his mother and older sister. The plot seemed to revolve around underwear, with panties and bra's. So basically the boy was getting frustrated because it seemed like his mother and sister were ignoring him and how it affected him that they wore so little clothes around him.
So he concluded that he needed a plan to get them both. Somehow that plan included him cutting holes in their underwear.

Any tech wiz here that could help me find it? Or maybe someone has read it before? Pm me if it is not on this site, thanks.

No, unfortunately it was not any of those. The specific thing i remember is the brother being the youngest and he lives with his older sister and mother. He gets both of them. He cuts holes in their underwear, including his mother's bra.
