It's easy, just cancel the Department of Defense and Department of Veterans Affairs ($1.1 trillion), and Medicare ($900 billion).

Defense spending is so widespread throughout the USA that getting meaningful cuts would require a compliant congress - and try telling any Congressman that his district is gunna lose a couple of thousand jobs. Getting a general bill through Congress would be impossible, the only likely reductions would be by knocking off individual programmes.

One pet project would be to sack and disband the entire collection of useless has beens called the Joint Chiefs of Staff. Established in 1942 to manage strategic issues in wartime, they are 77 years past their useby date and serve no useful function. They are all too old and out of touch, in fact there's a good case for sacking every General officer over 55. Old men have a terrible record as Generals.

Right after we cut the federal bureaucracy by 75%, stop all foreign aid, and payments to individual who are not American citizens.

We're never going to fight any nuclear power. That rules out Russia and China. We're never going to fight any enemy if the conflict might escalate to a fight with a nuclear power. That rules out NK and Iran.

We'll never fight Russia, China or NK. Too much risk of nuclear escalation. And we've seen how intervention in the MENA works out -- it's never worthwhile.

We don’t have to actually fight anyone, we just have to posture as if we would with a lot if military spending. The old balance of power stuff. Our military is bigger and better than yours. Lots of parades, spooks, that sort of thing.
