I think the easiest way to do it (as the actual backstory is that Smurfs are delivered in bunches by a stork or they are found under mushrooms in the rain) is as follows:

Gargamelle casts a spell hoping to turn the Smurfs into something easier to capture instead, they now all have genitals. Papa Smurf of course tries to work on a cure but to keep the smurfs from panicking he tells them what they can do with them and tells them just to make sure they keep it only Smurfs that have come of age.

Smurfs then start fucking like mad and unbeknownst to Papa, they go out past the village and start rubbing or fucking anything in sight.
