I've never seen anything quite like it, myself.

Does anyone know what software engine Chyoo's using? I mean, is it homegrown code, or are they using something Addventure to make things work?

Actually I have found something similar, though not precisely the same. Check out StoryStream. It's meant to be a self-moderating site, so you don't have to worry so much about absent webmasters.

Hey guys, I've found another site like chyoo: http://www.bearchive.com/~addventure/game1/docs/1.html

While this is theoretically a single story, it has so many totally divergent branches & restarts that it's effectively a whole bunch of stories.
