He is about to neuter the GoP, so why not their tails too while he's at it.
That's how I see it. I can't believe Dole showed up tonight though. Maybe the poor guy is out of it.

The proper term is culled.
The hunting permits are hard to come by, very expensive and centered exclusively on those elderly elephants who are about to wear out their last set of teeth.
It keeps them from starving to death.
