Well at least Foreign Secretary Shimon Peres seems to think so.
Yesterday he denounced the Government for labelling the Palestinian Authority as a "terror-supporting entity" and went on to say that he is not sure whether his Labour Party can be a member of Sharon's coalition any longer. He knows that a large number of his own supporters want out but he doesn't know exactly how many yet.
It could all be political posturing but it does show the rest of the world that the Israeli Government is not acting with one voice.
It's been shown time and time again that the only response Israel gets from using it's miltary might is a wave of more suicide bombers. The constant encroaching of Paleistian land by Israeli settlers and the shooting by Israeli soldiers of schoolkids throwng stones doesn't exactly help Arafat control his own militants.
But then I don't reckon Sharon wants to give him the chance to. He would like nothing more than to destroy the State of Palestine completely.
