I'm not an expert but since the occurrence of this type of intersex is in the region of 1 in 5 million, no one is. If my understanding is correct, penile and testicular agenesis ( a failure to grow ) can occur independently of each other, though more commonly the mechanism controlling testicular growth is part of a growth sequence that includes the penis so it is very rare for the testes to grow without penile growth as well.
There are likely to be other real world complications for the individual, such as where the uretha emerges, what sex the person perceives themselves to be and whether they are completely fucked up psychologically because medics treat them like a freak show and kids at school throw bricks at them.
It sounds like a nightmare to me.
