Setting things from the lady's point of view so that the reader can partake in her thoughts would help out tons. If I didn't have such an extensive back-log, I'd be tempted to take this on for the challenge of it, even though I would likely fail dramatically.

If you do want to explain it, I would go for the 'the infrastructure is partly already there'. There's a lot of like potential pivots and like story hooks to see here. Especially with the senses being lived in, and felt by others.
