Rules and penalties against frivolous lawsuits?

Under the Federal Rules of Criminal Procedure, there is Rule 11, which is supposed to prevent the filing of bullshit lawsuits such as what has been going on recently. The rule provides for sanctions for those who don't comply with it, but thus far, at least, I am not aware of any of the attorneys being hit with any penalties.

I mean, if you're not going to enforce the rules, get rid of them.

If so how are the actions brought about and by whom?

Cases are being filed.

Detroit and Michigan are joining in a suit against the Kraken Gang.

Some Democrats have filed a petition to have Gaetz disbarred for supporting them.

The NAACP is involved in a civil rights suit over the efforts to decertify or block certification of votes from heavily minority areas.

There are others in the works.
