They were formed to keep the peace on the prairies. The red coat was primarily, so legend goes, so that the natives wouldn't mistake them for United States cavalry. (There was a certain 'tension' between the natives and the cavalry at the time.) For horsemen, boots make a certain amount of sense. The broad hat offered protection from rain and hot sun and was a common choice for formed bodies of men at the time - consider US doughboys landing in France in 1918, all wearing the boy-scout hat. (Actually, we forget that Baden-Powell, when he designed the Boy Scout uniform, chose a military hat style for them.)

So now it's the dress uniform, worn for ceremonial duties. Just about every military, naval or police force has the equivalent.

C'mon, when you see a smiling Canuck bedecked in bright red mounted atop a gelding, do you really want to perpetrate a criminal act or would you rather pull out your iPhone and snap some pics for the Gram?
 
In Australia, as a Boy Scout in the early 1960s, I was wearing the Mountie style hat.

The US Marine Corp Shooters were issued the campaign hat when I was in their company back in the '70's. I was not a grunt.
 
At events RCMP officers are invited and they wear their Serge. It’s a nice addition to an event. Mainly true in towns and cities that don’t have their own police force. They get their picture taken a lot. At one time in high tourist areas there was a constable dressed in Serge, for pictures etc. Not sure if that’s true anymore. Serge is the name for the RCMP dress uniform.
