The problem for me with your suggestions, as with lauracmk's, is that they are scenarios which do not require the road gang element. Any method of meeting the guy, or the gang, will do, and the reason vanishes in the first few paragraphs of the story as the plot becomes a routine stroke story of one type or another.

I have been trying to work out how the road gang can be essential to the story, and the only thing I can think of is that she has been put in a chain gang for some reason. Do they still have chain gangs in the USA? Do they have mixed prisons? Will a near-future Government try using mixed chain gangs to mend roads?
