i am looking for someone that would be willing to write a story for me i have a few things i would like to have in the story

We seem to get a number of these "write me a story" things. Has anyone followed up? Are they generally publishing houses trolling to get an author to work for extra cheap?
If I was going to ask someone for a story - OP take note - I'd say "I'm looking for about 20,000 words on two lesbian supermodels who spy on eastern bloc countries by day and have pulse pounding unrealistically multiorgasmic sex by night, will pay 0.03 a word, more if there's vampires", etc. (Not an actual solicitation - if I wanted one of those I'd write it).
But I never see that kind of detail in these requests.
