I'm afraid he's going to dig in and declare a national emergency. He obviously wants the government shut in hopes that the specific business it won't be able to do is finger him personally as a blackmailed asset of the Russian oligarchs and purposeful destroyer of the American system.

The next move is for Congress to open the government over his veto. The longer the Republicans fail to recognize this is their only path back toward salvation, the worse their loss is going to be. He did end it with some mumbo jumbo that if Congress does not present him with a good deal he will shut down the government again and then use "all the powers I am afforded" or similar.

If the DHS provides a report that says, "we need X hundred miles of additional border barriers at these points and it will cost $Z billion to build," Pelosi better let them have it or I'm going to switch to Independent.
