No. The only thing you can do is set your preferences so that no one can see you in their newsfeed unless YOU are also following them.
I know - I hate this, too. I wish there was an "approval" step when someone follows a person.

Not really, you can put them in ignore, but they still see you.

But they can still you outside of their news feed and if someone quotes you, they can see that too.

Yes, the ignore feature isn't exactly a "get this person away from me" - unfortunately.
