Putin stated exactly what he wants, the culturally/ethnically/historically Russian areas to be Russia again. Which is what he's done and arguably been one of the largest factors in his success despite NATO's best efforts to undermine them. When the vast majority of the people who live there support you, see you as the liberators from the mother land come to rescue you??
