You could try opening up public comments as well as putting a link on the Author forums. I have the same problem, tons of reads very few votes..but I don't mind..I just want em to read em...

Depending on the category, one vote for every one thousand to three thousand views is about normal.

Three strategies for increasing the number of votes that seems to work are:

Shameless self-promotion. Put a thread in the story feedback forum to promote each story with a link to the story you're promoting.

A link to your stories in your signature line with a request to vote. (you've already got the link, all you need is the request for votes.)

An author's note at the end of the story rquesting votes and feedback.

All of these have been shown to increase the number of votes. However, they don't seem to do much for the Quality of the votes. Ther are people who will vote low on your stories simply because you asked for votes -- many without ever eading the story.

In the long run, the best way to increase the number and quality of votes is to just write stories that people are moved to vote on. A really strong story that evokes emotion or strong feling in the reader will always get more votes than a bland or predictable story.
