What's it meaning when a story has a rating of "X.XX" instead of 1-5?

They can still get the 'new' or 'hot' tags, probably the 'editor's fave' or 'w' tags too.

Is it a new story? I think that just means it doesn't have any rating yet. No one has rated it.

They've probably turned voting off. When that's done while the story has a 'hot' rating, the 'H' remains.
Yes, that's what it usually means - the author has disabled votes at some point in the story's life (very often in response to hostile trolling).

This. if it has an H or W. It can't get them before getting out of initial X.XX status. In these cases, it means the author turned off the voting after they got the H or W.

^^^^ what he said.

It means the author has turned of voting. So any score up until that point in time is changed to x.xx and any tags H W E's remain.

You can get the E without ever getting 10 votes and getting out of the initial X.XX status. Laurel gives the E upon initial posting.

Fun fact: you can still get to the 'old' score of a story showing X.XX via the tags.
For example, Shoplifting Slut shows as X.XX, but using the tags "lesbian punishment" and "lesbian reluctance", which leaves only this story, you can see the score was once 4.83. (You can use just 1 tag, but then you might have to do a lot of scrolling to find the story.)
