The first thing to address is...do you have a pic in your computer?
If so..make sure it is small enough in file size to allow the board to accept it. Then just attach it at the bottom of your post page where it says "browse", find the file click "open" or "ok" (not sure which) and "submit reply". And there you have it.

Thanks! When I browse for a picture to submit and select it, The name of the picture is stated something like this...My Computer/my documents/ my name/my pctures etc. If I delete all the information except for say "004.jpg" is that all the information that will be provided?

No. You want to leave it in there. Don't worry about that info showing up. It will only show the name of the picture. It does need to know where it is on your computer in order to upload it. However, we cannot see where it came from on your computer.
