I've looked high and low on the internet and cannot seem to find what you call someone who has a fetish for the texture of soft materials.

Does anyone have any ideas?

It depends what you mean by "soft materials".

There are probably one or two Yahoo adult groups that cover this. It is difficult to find them now that Yahoo have disabled the search facility but:

Reminds me of two things: kids’ fetish for their comfort blanket, which I don’t think is what you’re interested here, and good old-fashioned clothing fetishes.

I don’t think I qualify as a soft-fabric fetishist, but I do have a thing for what women wear, and when I write and read erotica I always like to know how the woman’s dressed. Not only does it help you visualize the scene, but it says so much about her and the way she’s feeling; the way she sees herself and the way others see her. Besides, clothes are just sexy in their own right.

I made my first ever trip to a fabric store some years ago. Fabric had been something I'd never really thought about, but I was in a sexual mood anyhow, and I was just blown away by the sheer sensuality of the materials. It was a realm I’d just never imagined before. Up until then I knew what terry cloth was and denim, and that was about it. It had just never interested me before, but now there were all these velvets and lycras and silks and satins, synnthetics and crepes and things I’d never even conceived of, and I think I creeped a lot of people out by going around in this store full of women with my eyes kind of glazed, running my hands over these things and imagining what a woman’s body would feel like through those fabrics. I bought a bunch of remnants with no clear idea of what I was going to do with them, just because they were so terrifically sexy and sensually gratifying.

Not sure what angle you are interested in, but a lot of TS/TG stuff on lit makes a point of describing the feel of different materals. Satain, silk, and nylon being the favs. Most any story where the woman is dressing up for an occasion will at least mention her unmentionables and how they feel and add to a sexual tension before a date.

You also might try some Bd/Sm stuff. Many of them feature blindfolding a person and then subjecting them to different forms of tactile stimulation. Some are much better than others of course, but there are some good ones out there.

In my own works Ioften touch on the sensations a woman's lingerie produces, but it's only tangentially and I think you are interested in a story where thats a major theme.

I don't have a particular fetish for clothing, but I do enjoy clothing, as it comments on character I agree with Dr. M, as does music, but that's an aside. Scarves would come under that heading as many are of silk, which is soft to the touch also, similar to velvet, yet different
 
I can't say it's a fetish, but like lots of people I do enjoy the feel of soft fabrics. My ex used to have trousers that were made of some velvety material. I loved them and kept stroking his thighs everytime he wore them. He also had a thermo top that was amazingly soft (and tight fitting!). Still to this day, thinking of him wearing that top and those trousers make my knees weak.
