In reading the Harry Potter series, there is quite a bit of devotion to school shown by all of the characters. Even Voldemort had a deep love of Hogwarts.

Is such a devotion to school/alma mater a common thing in the UK, or is it simply something Rowling used in her stories?

In state (what you call public) schools, no, but in private (what we call public) schools, yes, there usually is. Even more so with the top schools like Eton, Harrow, etc. (boys), or Roedean, Benenden, etc. (girls). And alma mater isn't generally a term used over here, not even in public/private schools as far as I know.
