NO.

just above the manage attchments button is list of allowable file types:
"Valid file extensions: bmp doc gif jpe jpeg jpg pdf png psd txt zip"

You can upload a WMV -- or any other type not on the list -- if it is inside of a ZIP archive that is less than 100KB, but you cannot upload one directly and the 100KB limitation would exclude most video formats anyway.
